Lee Jenkins reports.</p><p>As of Monday, Jan Elliot has replaced Interim Director Earl Marett as head of the Department. Lee Jenkins has more.</p><p>The thirty-five million dollar 10<sup>th</sup> Street Connector Project is speeding through its acquisition phase.
